Meet Noel Gallo
Noel Gallo is a lifelong resident of Oakland and a proven community leader. For decades, Noel has represented and advocated for District 5 families and children both as the incumbent District 5 City Councilmember and a previous District 5 Oakland Board of Education Director. Noel has built strong community partnerships, expertise and has never faltered in his commitment and vision to building a strong safe and clean city.
Noel’s priorities have consistently been to build partnerships and collaborations with neighbors, families, community and elected leaders to ensure a clean and safe District 5 and Oakland to ensure our children and families have great schools, affordable housing, thriving businesses, access to jobs, services and push for private and public investments. Noel continues to implement an “Actions speaks louder than words” work ethic and has been a tireless advocate for equitable resource distribution of funding and city services to District 5 and East Oakland’s neighborhoods.
An Effective Advocate for Oakland District 5
For the past twelve years Noel has advocated for and facilitated significant investments in District 5 housing, infrastructure, commercial & industrial development, jobs, education, community services and cultural activities. Through Noel’s leadership and guidance, below are some of his achievements for the benefit of District 5:
- Over 1,700 units of housing have been developed or are in the pipeline in District 5 by public, community development and private investors.
- Close to 1 million square feet of new industrial & commercial development has been secured, of which half is now available – creating potentially up to 750 new jobs.
- The Fruitvale Transit Village TOD has been fully completed; a vision which began in mid- 1990s.
- The Latinx Cultural Zone implementation is underway, with a new Cultural Center funded by $16M in New Market Tax Credits; cultural artwork in collaboration with local Artists; expanded the annual Dia de los Muertos celebration, attracting over 100,000 visitors to the Fruitvale District.
- The Native American Health Center is underway with the expansion of medical and dental services, 76 additional units of affordable housing, and the development of a cultural center.
- Over $1m in workforce development and the support of social enterprise business funding and partnerships with the city.
- Through Noel’s leadership with OUSD and the City of Oakland, ten District 5 schools were rebuilt or significantly upgraded. Noel led the effort to increase the number of School Crossing Guards.
- Noel pushed and delivered millions of infrastructure dollars to D5 for: Fruitvale Alive! Project which provides safe bike lanes, street lighting, supported the Neighborhood Bike Route Plan, street repaving, speed bumps, traffic signals, signalized pedestrian crossings; waterfront trail improvements; and major sewer repairs.
- Since 2012, Noel and neighborhood volunteers have provided weekend beautification services through D5 – removing illegal dumping, working with the city to remove abandoned cars, graffiti, and through his D5 office budget, Noel has 3 dedicated staff members providing daily services.
- Cultural Promotion & Preservation is important to Noel, he regularly sponsors the Indigenous Red Market, Aztec Scholarship Run, September 16thcelebrations, and community murals and art.
- He works closely with D5 11+ community service providers facilitating city partnerships and funding, to maintain services and jobs as well as D5 many faith leaders and organizations.

Noel & His Family
Noel has been married to Aliza for over forty years. Together they raised four children that attended Fremont High and Oakland High School and are graduates of Stanford University and UC Berkeley. Family members also have received Masters’ Degrees from UC Davis, Santa Clara University, California State East Bay, and UCLA.
Like his kids, Noel grew up in Oakland’s Fruitvale District neighborhood. He attended local schools and graduated from University of California, Berkeley with a Business Degree.
