Noel Gallo is a proven community leader and lifelong resident of Oakland. For close to 30 years Noel has worked diligently to represent and advocated for District 5 families and children. He is the Incumbent City Councilmember for District 5.

Noel is honored that he has been elected by District 5 voters to serve on the Oakland Board of Education for 20 years and the Oakland City Council for the past 7.5 years.

Noel’s Family

Noel has been married to Aliza, for over thirty- eight years. Together they have raised four children that attended Fremont High and Oakland High School and are graduates of Stanford University and UC Berkeley, Masters Programs, Santa Clara University, California State East Bay and UCLA.

Noel grew up in Oakland’s Fruitvale/San Antonio District neighborhoods, where he and Aliza raised their family and continue to live. Noel attended local schools and graduated from University of California, Berkeley with a Business Degree.

 

Over that timeframe, Noel has built strong community partnerships, expertise and has never faltered in his commitment and vision to building a strong safe and clean city. Noel’s priorities have consistently been to build partnerships and collaborations with neighbors, families, community and elected leaders to ensure a clean and safe Oakland that has great schools, affordable housing, encourages business development, and promotes job creation and vibrant, safe neighborhoods for children and families.

Noel continues to implement an “Actions speaks louder than words” work ethic and has been a tireless advocate for equitable resource distribution of funding and city services to District 5 and East Oakland’s neighborhoods.

Currently Noel serves as the Chairperson of the Public Safety Committee, was the co-author for the ballot measure that established the Citizens Police Commission and has recently led the effort to clarify/strengthen the commission’s role to best serve the interests of the community. He was a leader in the establishment of the Reimagining Public Safety Task Force to increase community safety. Noel was a leader in the passage of the 2020-2021 City of Oakland Budget that provides a more equitable district of the city’s budget to East and West Oakland.

For the past eight years Noel has continued his Clean Streets, Safe Streets to provide a clean and safe city for business attraction and growth, a safe environment for children and families, and promoting volunteerism and ownership of our neighborhoods. In cooperation with neighborhoods, schools, organizations, businesses and churches, volunteers every Saturday and Sunday to remove illegal dumping from District 5 streets & sidewalks and serve homeless encampments.

Noel also served on the Oakland Unified School District Board of Education for 20 years, bringing new school facilities, enrichment programs, and championed efforts to ensure an equitable education for all. He continues to support education equity, continuing efforts to ensure that school facilities in District 5 were renovated and rebuilt; working with the School District, community and labor unions.
